الأهداف الاستراتيجية هى الركيزة الأساسية في التخطيط الاستراتيجي وهى النتائج النهائية بعيدة المدي التي تسعي المنظمة للوصول إليها من خلال الاستثمار الأمثل في الموارد. ويتم صياغتها وتحديدها من القضايا الاستراتيجية التي تواجه المؤسسة ومن الطموحات التي تريد المؤسسة أن تصل إليها، والأهداف الاستراتيجية تتصف بالكيفية، وتحتاج إلى وقت طويل حتى تستطيع المؤسسة تحقيقها، فهى التي تحول الرؤية والرسالة إلى واقع ملموس.
